Visitor Passes

Effective April 28, foreign guests (those without US passports) are now authorized to enter Humphreys without an Exception to Policy (ETP).

Current DoD policy requires proof of COVID vaccination in addition to normal identification requirements. At the time of the pass request, guests are required to present a U.S. Center for Disease Control (CDC) COVAX card or one of the following: USFK Form 49 Confirmation of COVID-19 Vaccination; Korea Center for Disease Control (KCDC) COOV (COVID Overcome) App image or KCDC Certificate of Immunization; or Negative PCR COVID test (administered within 72 hours). Non-vaccinated personnel, requiring access to a U.S. Army installation, may submit an ETP endorsed by the sponsoring O6/GS15 and approved by the Garrison Commander.

Information on Installation Passes

All overseas guests requesting a short term visitor pass from any USFK installation must have a valid immigration status. Sponsors can get a copy of their guest immigration status from Hi Korea, https://www.hikorea.go.kr/pt/main_en.pt. ⚠

The following provisions apply to all visiting personnel:
• Escorted visitors must be signed onto the installation by an individual (sponsor) who is properly registered in DBIDS and is authorized escort privileges.

• Visitors must be processed onto the installation at an authorized Access Control Point (ACP) Visitor Control Center (VCC) or the pedestrian walk-thru ACP and be escorted at all times while on the installation.

• Escorted visitor passes are valid for 96 hours and have unlimited in and out privileges through any ACP. The escort (sponsor) must either re-register or de-register their visitor from DBIDS at the ACP where they initially processed the visitor pass prior to its expiration.

• The Garrison Commander may take action in cases where visitors are left uncontrolled/unescorted by their sponsor. At a minimum, the sponsor who signed the visitor onto the installation will lose his/her escort privileges for a period not less than 30 days.

These step-by-step procedures vary depending on the situation or category of the visitor. Visitor pass categories are as follows:

Visitors, Installation Access for Individuals not registered in DBIDS

Requirements for newcomers to gain initial access to the installation

The following provisions apply to all newly arrived personnel who possess a valid DOD Identification Card:
• All personnel who possess a valid DOD ID card (e.g. Active Duty, DOD Civilian, Dependent ID, Retiree ID, reservist ID, (* not contractors) present an additional form of photo ID (passport is recommended) along with assignment orders or TDY orders to be granted access to the installation.

• In cases where an individual’s passport is not available, then any other form of photo ID along with the DOD ID card and assignment orders, or TDY orders.

• In each event, when newly arrived personnel who possess valid DOD Identification are advised to report (at earliest) to the Pass & ID section located at Maude Hall (One Stop), BLDG 6400, RM G101 to register in DBIDS. Hours of operation are MON-FRI, 0900-1600, closed for lunch 1130-1300, closed on weekends, U.S and Korean holidays and USFK training holidays.

NOTE:
In cases where an individual requires access to the installation for the purpose of obtaining DOD identification at the Pass/ID/DEERS office, Bldg. 6400; then the individual (*not contractors) must present a valid passport along with their assignment orders, TDY orders, or letter of employment to be granted unescorted access.

Contractors arriving with or without DOD identification must coordinate with their organizational sponsor to facilitate their access onto the installation for the purpose of obtaining a CAC card or registering in DBIDS. Contractors must have a valid 700-19 to be registered in DBIDS.

Visitors, Installation Access for Designated Country Personnel (DCP)

Designated Countries are those of counterintelligence concern to USFK in that they may have policies or engage in activities contrary to the interests of the United States. In order to address potential security problems resulting from uncontrolled/unmonitored access to our installation by citizens of designated countries, the access control policy for DCP’s is enforced as follows:

Step 1. USFK personnel desiring to sponsor persons from designated countries must submit a Designated Country Personnel Access Request memorandum through their Chain of Command to the organization’s LTC/O5 equivalent/ commander.

Step 2. Submit the approved unit-level DCP access request to the Pass & ID section located at Maude Hall (One Stop), BLDG 6400, RM G101 for further processing. Hours of operation are MON-FRI, 0900-1600, closed for lunch 1130-1300, closed on weekends, U.S and Korean holidays and USFK training holidays. The following procedures apply to DCP access requests

• Submit the DCP access request memorandum 60 days prior to the scheduled visit to allow for Installation processing. USFK requires 45 days to process DCP requests.

• If applicable, attach a legible copy of the DCP’s passport photo page and ROK immigration visa (e.g. date of entry into the ROK, immigration visa status, and visa expiration date).

• If applicable, a translated copy of marriage certificate.

• If applicable, a copy of approved USFK Form 164 (Report and Certificate of Marriage).

Step 3. The Pass/ID Section submits the DCP access request memorandum thru the Installation Commander to USFK Provost Marshal (FKPM-S) and USFK J2 for the USFK Deputy Chief of Staff’s approval.

Step 4. The sponsor is notified telephonically of when the DCP access memorandum is approved/disapproved.

• Sponsors may pick up the approved access memorandum from the Pass & ID section, Maude Hall, BLDG 6400, RM G101, and be authorized to escort their DCP visitor onto the installation.

• In instances where the DCP and the sponsor are already married, the sponsor may escort the DCP family member to the ID card issuing facility to obtain a DOD Dependent ID Card provided they present the following documentation:

• DCP Passport with valid ROK immigration visa.

• Translated marriage certificate.

• Copy of approved USFK Form 164 (Report and Certificate of Marriage).

• Marriage Certificate

NOTE:
DCP family members are not granted visitor escort privileges in DBIDS until their sponsor obtains certification from his/her organization security manager that all pertinent DCP personal data has processed through USFK J2.

Visitors, 96 hour Escorted Pass

Active Duty Military, DOD civilian employees or DOD contractors (SOFA Status personnel) assigned to USFK installations and properly registered in DBIDS may escort visitors onto the installation.

Step 1. Sign the visitor onto the installation.

• IAW USFK Regulation 190-7, visitors being escorted onto the installation must be signed on by an individual (Sponsor) who is properly registered in DBIDS and authorized escort privileges.

• Escorted personnel must present and or surrender one of the following documents to visitor center security personnel for verification of identity and in exchange for an escorted visitor pass:

Korean Nationals/U.S Citizens: An official ROK Government ID Card bearing a photo (e.g. KID Card, Korean National Police Agency ID Card, ROK Military ID, ROK Ministry of National Defense ID, or Korean passport), State ID Card or State Driver’s License.

NOTE:
Visiting Korean Nationals may also use their driver licenses as a valid form of identity and nationality provided the 7th number is a 1, 2, 3, or 4. Any Korean driver licenses that has a number other than 1, 2, 3, or 4 in the 7th position cannot be accepted as verification of identity or nationality for visiting personnel as these driver’s licenses are issued to non-Korean personnel.

Non-Korean Nationals/Non U.S Citizens: Must present a valid passport for the purpose of verifying the visitor’s nationality and immigration status (e.g. Date of entry into the ROK, valid immigration visa or ROK registration card, and expiration date). After security personnel record passport information, the passport is returned to the visitor who must then surrender another (different) valid form of photo ID in exchange for the visitor’s pass.

NOTE:
If the visitor possesses no other form of valid photo ID, the sponsor may surrender his/her valid photo ID in exchange for the visitor’s pass. The sponsor may NOT surrender their personal DOD Military/U.S. Government issued ID card for this purpose.

Step 2. Escort visitor onto the installation. Visitor must be escorted at all times while on the installation. The escorted pass gives the guest unlimited entry and exit privileges during the 96 hour period through any ACP.

Step 3. Sign the visitor off the installation (De-register visitor from DBIDS). The escort (sponsor) must either re-register or de-register their visitor from DBIDS at the ACP where they initially in processed prior to the visitor pass expiration time.

Visitors, Family members arriving from out of country (Short Term Visitor’s Pass)

Visiting family members and friends of Active Duty Military, DOD civilian employees or DOD contractors (SOFA Status personnel) assigned to USFK installations may receive an installation pass valid for up to 90 consecutive days which grants unescorted access to the installation.

Step 1. Complete USFK Form 81-E, Application for Individual-Sponsored Installation Access Pass for visiting family members or friends.

• You must fill-in the visitor’s information in blocks #1-15. The sponsor listed in block 14.a. must sign block #16.

• Provide the full Social Security Number (SSN) for US Citizens/Permanent Residents; attach a copy of your visitor’s passport photo page to the application for non US Citizens and Korean Identification Number (KID) for Korean Nationals.

• Submit applications for short term visitor’s passes (USAG Humphreys ONLY) at least 30 business days prior to your visitor’s arrival date to USAG Humphreys.

• Submit applications for short term visitor’s passes requesting two installations (USAG Humphreys and Yongsan), EUSA or USFK wide access, 60 business days prior to your visitor’s arrival date.

Step 2. Submit USFK Form 81-E, Application for Individual-Sponsored Installation Access Pass.

• Submit completed USFK Form 81-E applications to the Pass & ID section located in Maude Hall (One Stop) BLDG 6400, RM G101 or the Dongchang‐ri VCC Pass & ID section. Hours of operation for both sections are MON-FRI, 0900-1600, closed for lunch 1130-1300, closed on weekends, U.S and Korean holidays and USFK training holidays.

• DBIDS personnel will review all 81-E prior to accepting them for processing.

• The Pass & ID section will submit 81-E Applications for Installation/Base Passes to the Garrison Commander for approval.

Step 3. Sponsor notification.

• The sponsor listed in block 14.a. is notified telephonically of when the 81-E pass application is approved/disapproved. See above for processing timeline.

Step 4. Issue Installation Pass.

If the visiting family member/friend arrives USAG Humphreys outside normal DBIDS/Pass &ID business hours (weekends, extended holidays, training holidays), The VCCs can issue the visiting family members/friends a 96 hour escorted visitor’s pass.

• Visit the Pass & ID section located in Maude Hall (One Stop) BLDG 6400, RM G101 or the Dongchang‐ri VCC Pass & ID section, to be issued the Installation Pass. Hours of operation for both sections are MON-FRI, 0900-1600, closed for lunch 1130-1300, closed on weekends, U.S and Korean holidays and USFK training holidays.

• The visitor must present their passport with ROK immigration stamp in order to be issued the Installation Base Pass. The passport is returned to the visitor.

• The Pass is issued with an expiration date that coincides with information on the approved 81E or the expiration of the ROK Visa (which ever comes first).

Step 5. Sponsor returns Installation Pass to the issuing facility after family members have departed.

Vehicle Registration

Vehicle Registration

NOTE: These steps apply to a vehicle, motorcycle or moped that you shipped into country, purchased from Military Auto Sales or an off post dealer.

NOTE: If you have shipped a Van or Truck or purchased a vehicle from an off post dealer, you will have to go to the downtown Pyeongtaek DMV to complete your vehicle registration. So you will have to apply for temporary plates to drive the vehicle off the installation.

NOTE: Temporary plates are not required as long as the vehicle remains on USAG Humphreys and the registration process is completed within 2 business days. During this time, the vehicle must be parked in the overflow/overnight parking lot behind the commissary or at an on post residence. If the vehicle does not pass the safety inspection and needs to go off post to be repaired, you will have to apply for temporary plates.

NOTE: We recommend you come to our office so we can answer any questions you have prior to purchasing or shipping a vehicle if you are unsure of any part of the process or if you are eligible to do so.

NOTE: The Pyeongtaek DMV located on post is a Korean Government office and does not fall under the Garrison or USFK. They are here for our convenience, and as such we do not dictate their hours of operation or manning. Disrespect of any kind will not be tolerated and disciplinary measures will be taken.

Step 1. Gather the documents required for picking-up the vehicle from the vehicle processing center (VPC) and subsequent registration:

• Proof of insurance, insured’s name must match registered owner, unless Power of Attorney is used. Insurance company must be from the ROK (e.g. AIG, LIG) or USAA. Ensure Vehicle Identification Number (VIN) on the insurance documents is annotated correctly.

• Valid USFK 134EK Driver’s License (orange DL card). A valid stateside DL may be used if within thirty days of arrival to Korea, or valid ROK DL.

NOTE: USFK Invited Contractor and USFK third-country national employees and their family members are authorized, but not required, to obtain a USFK 134EK as long as they are first in possession of a ROK driver’s license or valid international driver’s permit prior to obtaining the USFK 134EK.

• Vehicle Title or previous registration as proof of ownership.

• Import/customs shipping documents (Vehicle shipping forms) and the email from the VPC confirming the vehicle is scheduled for pickup.

• Valid DOD Identification (CAC, Military ID).

• Military Orders (Active Duty); Letter of Employment (DOD Civilians); Letter of accreditation and current 700-19 (Contractors).

• USFK Form 31EK-E (Application for Registration of USFK Privately Owned Vehicle). 31EK-E may be obtained from the DBIDS & Vehicle Registration Office located in BLDG 6400, RM G101, Maude Hall (One-Stop) or the Pyeongtaek VDMV. Hours of operation are Mon-Fri 9 a.m. to 4 p.m., closed for lunch 11:30 a.m. to 1 p.m. Pyeongtaek DMV hours of operation on base are 9 a.m. to 4 p.m.; off base are 9 a.m. to 6 p.m., Mon-Fri. Both on post offices are closed for lunch from 11:30 a.m. to 1 p.m. and on weekends, US and Korean Holidays and USFK training holidays.

• Permit For Temporary Plates – this is a ROK Form that may also be obtained from the DBIDS & Vehicle Registration Office or Pyeongtaek DMV.

NOTE: Registration must be completed with the Area Vehicle Registration office within 10 days after purchasing, receiving from port, or delivered in house hold goods shipment, or otherwise legally acquired.

• All motorcycles/mopeds regardless of size of Cubic Centimeters (CC’s) must be registered at the Area VRO. All motorcycles/mopeds are issued a ROK license plate and issued a USFK vehicle access decal. Mopeds are two-wheeled motorized vehicles with an engine size of 49cc or less. Mopeds and motorcycles are required to display license plates. All rules regarding the operation of motorcycles also apply to mopeds.

• A motorcycle endorsement on a valid driver’s license is required for registration. In order to obtain a motorcycle endorsement on an issued USFK Form 134EK, all personnel must have a valid motorcycle operator’s license or motorcycle endorsement issued by the civil authorities of a country or by a U.S. State or territory of the United States. Additionally, military personnel must also show proof of completion of a Motorcycle Safety Foundation (MSF) course or Deputy Under-Secretary of Defense (DUSD) (I&E) endorsed, State-approved, curriculum for motorcycle operator’s safety training.

• Operators of mopeds are not required to obtain a valid U.S. state or territory motorcycle operator’s license or motorcycle endorsement. Military personnel operating a moped are not required to complete a MSF or DUSD (I&E) endorsed motorcycle training course.

• Any motorcycle/moped registration beyond the 2nd POV must be processed as an exception to policy.

Step 2. Prior to picking-up the vehicle from the Vehicle Processing Center (VPC):

• Take all documents to the Pyeongtaek DMV, BLDG 6400, RM G101, Maude Hall (One-Stop) to receive temporary license plates if returning to a different area (1,800 WON for temporary license plates), (Road Map to DMV off post is available)

• Bring temporary license plates and all documents to the USAG Humphreys Vehicle Registration Office, , BLDG 6400, RM G101, Maude Hall (One-Stop). Request a USFK Form 192EK (Temporary Vehicle Pass) if needed.

• Schedule an appointment to pick-up vehicle at USAG Humphreys (VPC).

NOTE: On a case by case, vehicles are sometimes picked-up from the Pusan or Incheon ports. In this event, contact the Vehicle Registration office at DSN 757-4001 for more information.

Step 3. ROK vehicle registration (Gyeongi-Do Provence, Pyeongtaek City)

• After vehicle is picked-up obtain a USFK vehicle safety inspection if the vehicle is more than two years old of manufacture date or within 30 days of registering the vehicle. Vehicle safety inspections are conducted at the USAG Humphreys Auto Craft Shop.

• Personnel can then return to Pyeongtaek DMV with all documents listed in Step 1 above (including safety inspection if applicable) and the temporary license plates (if applied for) to receive permanent (steel) license plates (12,800 WON).

• The Korean Registration Form and steel license plates are issued at the Pyeongtaek DMV.

NOTE: Personnel have ten (10) days after issue of temporary plates to obtain permanent registration with Pyeongtaek. If temporary license plates are not returned, or the vehicle is not registered within 10 days, a fine may be imposed ranging from 50,000 WON to 100,000 WON.

NOTE: Personnel have ten (10) days to have the motorcycle registered after purchasing, receiving from port, or delivered in house hold goods shipment, or otherwise legally acquired. Vehicles that are not registered within 10 days may acquire fines ranging from 50,000 WON to 100,000 WON.

Step 4. (Final Step) USFK Safety Sticker application (Registering vehicle for access to USFK installations)

• After receiving permanent license plates and Korean Vehicle Registration, personnel then report to the USAG-H vehicle registration office for final vehicle registration in DBIDS, USFK Safety Decal application, and issuance of USFK Form 207 (USFK Registration and Certificate of Title).

• Vehicle registration in DBIDS coincides with sponsor’s DEROS.

• Vehicle registration in ROK is the Sponsor’s responsibility. Dependents are not authorized vehicle registration.

• Active Duty and GS Civilian Employees must present a valid USFK 134EK before the USFK vehicle registration decal is issued (DBIDS registration). Contractors present a valid ROK Driver’s license or International operators permit.

NOTE: License plates will be firmly mounted to the front and rear of the vehicle and will not be bent, trimmed, or altered in any manner except as necessary to adequately attach them to the vehicle. License plates will be affixed to the vehicle in the area provided by the manufacturer. No other decal fashioned in the form of a license plate may be displayed on the vehicle. POV’s and NTV (Non-Tactical Vehicle)’s are required to have both front and rear license plates. ROK law requires two license plates be permanently displayed, one on the front and one on the rear, on vehicles at all times. No waivers or exceptions to policy may be granted.

NOTE: ROK law requires two license plates be permanently displayed, one on the front and one on the rear, on vehicles at all times. Therefore, license plates must be firmly mounted before a USFK vehicle decal is affixed.

NOTE: To register a 2nd POV or obtaining authorization for E-6 and below non-command sponsored to register a vehicle, please reference Exception to Policy for Vehicle Registration. Only personnel assigned to USAG Humphreys may register at, BLDG 6400, RM G101, Maude Hall (One-Stop). EG. Personnel assigned to Osan or Suwon must register their vehicle at Osan AFB DBIDs office.

NOTE: SOFA member vehicle registration will occur at the Area VRO where the SOFA member is assigned. SOFA member vehicle registration may also occur at the Area VRO where the family members are assigned or are funded to reside, if family housing is not available in the Area where SOFA member is assigned.

 

Vehicle Registration, Purchasing/selling existing SOFA vehicles within the ROK (owner transfer)

Pre-transaction (buy/sell) criteria:

• Both the buyer and the seller must be present at the DMV to conduct registration transfer of subject vehicle.

• Buyer must be authorized to own, operate and register a POV in the ROK. Please reference Exception to Policy for Vehicle Registration if required.

• All fines, fees, and traffic tickets must be cleared (paid) prior to transaction (Seller Responsibility).

• Reference instructions for clearing a POV with a Power of Attorney (POA) if original sponsor is unavailable.

Step 1. Gather the documents required for selling/buying an existing, previously SOFA registered vehicle (SOFA member to SOFA member).

SELLER:

• Korean Registration Form.

• USFK Form 207 (USFK Registration and Certificate of Title).

• USFK Safety Inspection (valid within 30 days). Obtain a USFK vehicle safety inspection if the vehicle is two or more years old of manufacture date. Vehicle safety inspections are conducted at the USAG Humphreys Auto Craft Shop, building 2080.

• USFK Form 20-E (Bill of Sale) valid for 10 days of transaction.

• USFK Form 32EK-E (Application for Cancellation of USFK Privately Owned Vehicle). 

BUYER:

• Proof of insurance, insured’s name must match registered owner, unless Power of Attorney is used. Insurance company must be from the ROK (e.g. AIG, LIG) or USAA. Ensure Vehicle Identification Number (VIN) on the insurance documents is true and annotated correctly.

Hours of operation are Mon-Fri 9 a.m. to 4 p.m., closed for lunch 11:30 a.m. to 1 p.m. Pyeongtaek DMV hours of operation on base are 9 a.m. to 4 p.m.; off base are 9 a.m. to 6 p.m., Mon-Fri. Step 2. Transfer the vehicle registration between two SOFA members (buy/sell):

• Take all documents to the Pyeongtaek DMV to conduct transaction (Road Map to DMV).

Step 3. (Final Step) USFK Safety Sticker application (Registering vehicle for access to USFK installations:

• After completing the sale transaction and the buyer receives new Korean Vehicle Registration; only the buyer is required to report to the USAG-H vehicle registration office for final vehicle registration in DBIDS, USFK Safety Decal application, and issuance of USFK Form 207 (USFK Registration and Certificate of Title).

• Vehicle registration in DBIDS coincides with sponsor’s DEROS.
 

Shipping-Out a vehicle from the Republic of Korea (ROK)

NOTE: Temporary plates are not required as long as the vehicle remains on USAG Humphreys and the de-registration process is completed within 2 business days. During this time, the vehicle must be parked in the overflow/overnight parking lot behind the commissary or at an on post residence prior to it being shipped out from the VPC.

These step-by-step vehicle deregistration and shipping-out instructions may vary depending on the customers personal convenience/preferences during their PCS.

Deregistering a vehicle for shipping it out of the ROK:

Step 1. Coordinate/schedule to have the vehicle shipped out of country

• Coordinate/schedule to have the vehicle shipped out of country at the Transportation Office, at Building 6400, Maude Hall (One Stop), on the 2nd floor or call DSN: 753-8557, or contact the Vehicle Processing Center (VPC) located on USAG Humphreys Building P7040, to schedule an appointment at DSN: 756-8700.

NOTE: The Pyeongtaek City Department of Motor Vehicles (DMV) requires confirmation that the vehicle is scheduled for and approved for export before they accept applications to deregister a SOFA POV.

• Although not a required step, it is highly encouraged that personnel who anticipate they may have outstanding ROK traffic fines (tickets) can make an inquiry about their traffic ticket status at the USAG Humphreys DBIDS and Vehicle Registration Office and coordinate to have them cleared/paid. DBIDS & Vehicle Registration Office located in BLDG 6400, RM G101, Maude Hall (One-Stop) or the Pyeongtaek DMV. Hours of operation are Mon-Fri 9 a.m. to 4 p.m. Pyeongtaek DMV hours of operation on base are 9 a.m. to 4 p.m.; off base are 9 a.m. to 6 p.m., Mon-Fri. Both on post offices are closed for lunch from 11:30 a.m. to 1 p.m. and on weekends, US and Korean Holidays and USFK training holidays.

NOTE: SOFA POV owners having delinquent traffic citations (Tickets) will have the subject delinquency noted in the remarks section of their DBIDS record. The DMV will not process requests for deregistration until traffic fines
are settled.

Step 2. Gather the documents required for deregistration and obtain ROK Temporary License plates and Registration Form.

• Proof of insurance (insured’s name must match registered owner, unless Power of Attorney is used). Insurance company must be from the ROK (e.g. AIG, LIG) or USAA. Ensure Vehicle Identification Number (VIN) on the insurance documents is true and annotated correctly.

• Valid USFK 134EK Driver’s License (orange DL card) or ROK Driver’s License for Invited Contractors.

NOTE: Driver’s License must be valid for the period the vehicle is to be operated under temporary registration (10 days from the day of issue).

• POV export confirmation document issued from transportation or the VPC. Normally, this is an email from Camp Kim VPC confirming the vehicle is scheduled for shipping-out.

• Initial import/customs shipping documents (DMV maintained the original at the time of registration, customer was provided a copy).

• Valid DOD Identification (CAC, Military ID).

• Military Orders (Active Duty); Letter of Employment (DOD Civilians); Letter of accreditation and current 700-19 (Contractors).

• USFK Form 207 (USFK DBIDS Vehicle Registration).

• The ROK (Pyeongtaek) Vehicle Registration Form.

• USFK Form 32EK-E (Application for Cancellation of USFK POV Registration). 32EK-E may be obtained from the DBIDS & Vehicle Registration Office located in BLDG 6400, RM G101, Maude Hall (One-Stop) or the Pyeongtaek VDMV. Hours of operation are Mon-Fri 9 a.m. to 4 p.m. Pyeongtaek DMV hours of operation on base are 9 a.m. to 4 p.m.; off base are 9 a.m. to 6 p.m., Mon-Fri. Both on post offices are closed for lunch from 11:30 a.m. to 1 p.m. and on weekends, US and Korean Holidays and USFK training holidays.

• Permit For Temporary Plates; this is a ROK Form that may be obtained from the DBIDS & Vehicle Registration Office or Pyeongtaek DMV.

NOTE: Both deregistration, and applying for temporary plates must be completed at the same time (Cost; 2,900 WON, DMV only accepts WON.)

Step 3. Take all documents to the Pyeongtaek DMV to receive ROK Temporary License Plates and Registration Form.

• The DMV will process USFK Form 32EK-E (Application for Cancellation of USFK POV Registration) for deregistration of the vehicle. Maintain a copy of the completed 32EK-E as confirmation of deregistration. The cancelled USFK registration form is required to out-process the DBIDS Office.

• Submit Permit for Temporary Plates (ROK document) to obtain Temporary License Plates.

• Same as permanent steel license plates, ROK Temporary License Plates (Wooden type) must be permanently mounted to the vehicle front and back.

Step 4. Take the vehicle to USAG Humphreys VPC for processing/turn-in.

• Ensure the ROK Temporary License Plates are removed before turning over the vehicle to VPC operators for shipping.

• Obtain a receipt that the vehicle is processed for shipping out of country.

• ROK fines range from 50,000 to 1,000,000 if the vehicle is not turned in at the VPC for shipping before temp plates expire (10 days).

Step 5. Return the ROK Temporary License Plates and clear the DBIDS Office at USAG Humphreys.

• After vehicle is turned over to the VPC for shipping, return the Temporary License Plates to the DMV in Pyeongtaek or to DBIDS & Vehicle Registration Office located in BLDG 6400, RM G101, Maude Hall (One-Stop) or the Pyeongtaek DMV. Hours of operation are Mon-Fri 9 a.m. to 4 p.m. Pyeongtaek DMV hours of operation on base are 9 a.m. to 4 p.m.; off base are 9 a.m. to 6 p.m., Mon-Fri. Both on post offices are closed for lunch from 11:30 a.m. to 1 p.m. and on weekends, US and Korean Holidays and USFK training holidays.

• Turning in the ROK Temporary License Plates can be conducted at the time of out processing the DBIDS/Pass & ID Office. The DBIDS Office will cancel USFK Form 207 (USFK Registration) at the time of out-processing.

NOTE:
The USAG Humphreys DBIDS/Vehicle Registration Office maintains CANCELLED USFK Registration documents for one (1) year after PCS.

E-6 and below POV Request

Non-Command sponsored Service members in the grade of E-6 and below may be granted an exception to policy (ETP) to own and register a Privately Owned Vehicle (POV) by the first O-6 in their chain of command and the responsible O-6 Area Commander. In accordance with their unit/organizational staffing procedures, the requestor submits an E-6 and below POV request (Requestor’s Memo) thru their chain of command up to the first 0-6 or Staff Directorate for approval. For additional information about registering a POV (E-6 and below), or how to obtain a USFK POV driver’s license (USFK Form 134 EK), please reference USFK Policy regarding POV driving privileges.

After an Exception To Policy is approved by the first O-6 in the requestor’s chain of command, submit the ETP memorandums and legible copies of the following documents to the DBIDS & Vehicle Registration Office, BLDG 6400, RM G101, Maude Hall (One Stop) for final processing and forwarding to the Garrison Commander for approval:

• CAC ID card (front photo side)

• USFK Form 134EK Driver’s License (English side)

• Proof of employment/assignment at USAG Humphreys

NOTE: Personnel in a joint domicile status must be authorized a POV on their orders.
Service members in grades E-6 and below require written approval by the first O-5 Commander in their chain of command to obtain a driver’s license in Korea. All documents with the exception of the unit-level and Garrison Commander’s final approval letters are returned to the customer when the POV registration is complete).

The Pass & ID/Vehicle Registration Office submits all requests for ETP (E-6 and below POV request) to the USAG Humphreys Commander for approval. Customers are notified telephonically when their request for ETP is approved or disapproved. Copies of approved ETPs may be obtained from the DBIDS & Vehicle Registration Office, BLDG. 6400, RM G101, Maude Hall (One Stop). Approved ETPs remain valid and on file until the individual’s PCS, or rescinded by their chain of command.

Bicycles, Personal Transportation Devices (PTDs), and Play Vehicles

7-1. Bicycles

a. General. Bicycles are classified under the category of ‘Vehicle’ according to Korean Law and are required to comply with road traffic regulations that govern motor vehicles. The establishment of bicycle lanes, an expansion of bicycle facilities and other active efforts by local organizations are expected to further increase the use of bicycles.

b. Personal Transportation Devices are powered two or three wheeled vehicles designed to transport personnel but not registered as motor vehicles, motorcycles, or motor scooters. Korean law mandates PTD must comply with the road and traffic regulations that govern motor vehicles.

c. Operators of PTDs should use extreme caution when operating around other motor vehicles. Operators will use bicycle trails and lanes when they are available.

d. Traffic laws apply to persons operating or riding a PTD while on a public roadway, street, bicycle path or any right-of-way under USFK jurisdiction. Operators are required to comply with every rule and regulation on the road, understand the characteristics of the Personal Transportation Device and ride it cautiously to ensure it is a safe means of transport.

e. Bicycles/PTD’s will be registered at the Area Pass & ID Office utilizing USFK form 33-E. The owner will be issued a registration decal which will be permanently affixed to the bicycle. (USAG-Humphreys BLDG 6400, 1st Floor)
